Under which legal provision, Shiv Sena Chief was extended State honour ? : RTI query

Mumbai : Shiv Sena Chief Balasaheb Thackeray was neither a member of any House nor a minister. Under the provisions of which law or rule did the State Government take a decision to cremate him with State honour ? The above information has been sought by a person named Jamili Mohammad from Aligarh in Uttar Pradesh under ‘Right to Information (RTI)’ Act from the office of State Chief Minister.

Jamili has asked for information about under which provisions of law, Thackeray was cremated with State honour, who were the persons present in the meeting in which the above decision was taken, whether earlier in any case, such cremation was done etc. (Has Mr. Jamili asked or will ask for information about why Afzal has not been executed despite Court’s passing a verdict 11 years ago ? What measures have been taken to destroy Pakistan–sponsored terrorism ? – Editor SP)

Considering the social contribution of Shiv Sena Chief Balasaheb Thackeray in the State, Chief Minister, Pruthviraj Chavan had taken a decision to extend State honour for the cremation.
