Memorandum submitted to North Goa District Collector

Panaji (Goa) – In the aftermath of the nightclub incident at Arpora, ‘Surajya Abhiyan’ has submitted a memorandum to the North Goa District Collector, demanding action against unauthorised nightclubs in the state that pose a threat to public safety. Present while submitting the memorandum were Shri. Pramod Nanoskar of ‘Surajya Abhiyan’, Advocate Rupesh Gawas, and Shri. Raj Borker.
The memorandum states that the horrific incident at the ‘Birch by Romeo Lane’ nightclub in Arpora has exposed serious shortcomings in Goa’s public safety system. The incident has revealed several lapses, including the absence of mandatory fire safety licences and the failure of implemention of essential safety measures at many nightclubs, party venues, and places hosting large-scale events across Goa. While the administration has become active after the incident and has undertaken several safety-related measures, post-incident action alone is not sufficient. There is an urgent need to establish a strict, transparent, and permanent preventive mechanism across the state. Against this backdrop, ‘Surajya Abhiyan’ has put forward the following demands:
- In connection with the Arpora incident, responsibility should be fixed on the nightclub management as well as other concerned parties, and action should be taken against guilty government officials.
- An immediate audit of all nightclubs and party venues in the state should be conducted to verify licences, fire safety compliance, capacity, and security arrangements. Criminal action should be taken against those violating safety regulations, and clear guidelines should be implemented for nightclubs and similar venues, with strict enforcement.
