Sambhal (UP) : Bahujan Samaj Party (BSP) MP Shafiqur Rahman Barq has said he would remain absent from Parliament on Monday to protest against singing of the national song 'Vande Mataram'. 

"I will remain absent from Parliament tomorrow to boycott Vande Mataram", he told reporters on Saturday.

"In 1997 too, I had boycotted Vande Mataram during golden jubilee celebrations of Parliament", he said, claiming that his party was with him. 

On the issue of suspension of woman IAS officer Durga Shakti Nagpal, Barq said that Muslims were being used as a shield by the state government to justify its act.

"Suspension of the officer is wrong and the state government should not make Muslims as its shield to justify its wrong act. The community has nothing to do with the suspension", he added.

No action against BSP MP Shafiqur Rahman Barq for insulting Vande Mataram

Now, it is clear that you would not be prosecuted or face any action even if you insult the national song.  And if you happen to be an MP, you are rest assured that nobody would touch you. Despite his brazen act to insult national song, Lok Sabha member Shafiqur Rahman Barq (BSP) won’t get any punishment.

In order to know what kind of action has been taken against Barq, noted RTI activist Subhash Chandra Agarwal  filed a RTI in LoK Sabha secretariat. And what he received from there was shocking to say the least. Agarwal informs, “The RTI response received from Lok Sabha makes it clear that the matter is a closed chapter now.”

Agarwal strongly feels that, “Acts of national insult must not be closed down by mere warnings of Lok Sabha Speaker. Exemplary action should be taken against erring Parliamentarian to the extent of suspension/dismissal from membership of Lok Sabha in case Shafiqur Rahman Barq does not tender unconditional apology for insulting national song during Lok Sabha proceedings.”

According to RTI reply, “There are no specific rules in the Rures of Procedure and conduct of Business in Lok Sabha regulating the conduct of a Member during the playing of National Song.”

“Members have no right to insult the National Song especially when they have taken oath. The Speaker has taken the right move by naming the MP. He has insulted Parliament,” BJP leader Shahnawaz Hussain told media when Barq insulted national song, adding, “The Speaker should be more strict on this and act firmly.”

In a shocking incident, Barq walked-out from the Lok Sabha during the playing of national song Vande Matram after the House being adjourned sine-die on last 8 May.  When Barq, a member from Sambhal in Uttar Pradesh, was walking out of the House as Vande Mataram was being played, all members standing in attendance.

For Barq’s act, Lok Sabha speaker Meira Kumar chided him before members could leave the Hall after completion of Vande Matram. But the RTI response received from Lok Sabha makes it clear that the matter is a closed chapter now. It seems that Shafiqur Rahman Barq had no regrets for his behaviour.

Will Lok Sabha Speaker take strong action against anti-national BSP MP Shafiqur Rehman Barq who has willingly insulted 'Vande Mataram' ? Also Barq is saying that 'As India is secular nation, it should also consider sentiments of 30 crore Muslims regarding singing Vande Mataram'. If this is the stand of fanatics like Barq, then they should immediately leave this country and go to Pakistan or any other country ! When Speaker Meira Kumar lost her temper over an MP walking out of Parliament during the playing of the national song Vande Mataram, everyone wondered who it was. Now BSP MP Shafiq-ur-Rehman Barq has admitted he was the guilty MP, but says he sees no reason to apologise or explain why he showed disrespect to the song.


“I will not write any letter. Why should I write ?” Barq told CNN-IBN when asked if he would write a letter to the Speaker explaining why he walked out while the song was playing.

And no, the  legislator also sees nothing wrong with what he did.

“Of course I did the right thing. I have not acted against the constitution. The status of the national song under the constitution is not the same as that accorded to the national anthem. I completely respect the national anthem. I honour the national anthem,” Barq said.

And despite the fact that it is the norm to play the national song when the Parliament is adjourned sine die, like it was done yesterday, the BSP member of Parliament countered that the sentiments of Muslim MPs needed to be taken into consideration as well.

“India is a democracy, there is secularism here. Under secularism when there are 30 crore Muslims living in the country you have to be considerate towards their emotions as well,” Barq said.

“I request that Muslims not be compelled to sing this song since it is against the Sharia. The song tells people to bow before Bharat Mata,” he said.

Strangely enough, despite the opposition by some Muslim leaders to some of the words of the song, no other MP chose to express their opposition to the song in a similar manner.

However, Barq is no stranger to strange behaviour in Parliament when the occasion has demanded it. In the past, specifically December 2012, Barq waved a black flag in Parliament to protest against the Babri Masjid demolition.

Barq had earlier switched parties from the Samajwadi Party to the Bahujan Samaj Party to oppose the party’s alliance with former chief minister Kalyan Singh‘s party. He also initially had a problem with the fact that the BSP’s slogan was ‘Jai Bhim’ but was placated once told that it wasn’t binding on all party members.

New Delhi : The Lok Sabha today watched in amazement, as an elderly BSP MP Shafiqur Rahman Barq walked out of the House, when the Vande Mataram national song tune was being played with members standing in silence.

The matter was brought to the notice of the Speaker Meira Kumar, who issued a warning saying that action would be taken against the MP for insulting the national song.

Bahujan Samaj Party supremo Mayawati has been informed about the incident.

The Vande Mataram tune is normally played at the end of the session. Today was the last day of the current Lok Sabha session, and the House was adjourned sine die soon after.

Shafiqur Rahman Barq stays in Moradabad and he has been elected from Sambhal near Meerut, UP on a BSP ticket.

Vande Mataram has been the national song for millions of  freedom fighters during their struggle for independence against the British. Thousands of freedom fighters faced lathis and bullets by singing Vande Mataram during the freedom struggle. This song has been the most popular among all Indian songs both during the pre- and post-Independence era.
