Bangladesh : Hindu minor girl kidnapped by jihadis from Narayangonj dist.

Minority College girl (16) belonging to Hindus kidnapped by jihadi perpetrators on 10.06.2018 from Narayangonj Sadar of Narayangonj District. Police neglecting to rescue the victim, nor they could arrest the perpetrators until the writing of this report. Additional S.P. intimidating Adv. CASE IN BRIEF

Ms. Kumari, a minor Hindu girl (16) appeared Higher Secondary School Certificate examination from Narayangonj Mohilla College in the year,2018. When she went to Mohilla College gate for coaching purpose on the date of occurrence at about 2 p.m. the above perpetrators, with ill intention, intercepted her and compelled her to board a micro-bus and decamped. Some local witnesses came forward for her protection but in vain. The perpetrators after kidnapping the girl sent messages to her mother’s Mobile number on 12.06.2018 at about 7.17 pm from Mobile No.01641997166 demanding amount of money for returning her daughter. The perpetrators also said “ If you would like to get your daughter back then you will have to pay us”. Don’t try to fool us and after twenty minutes, the sim of the Mobile will be off”

LEGAL ACTION

Father of the victim went to police station with all relevant information requesting for rescuing her daughter, the Sub Inspector of Police – Abul Kalam Azad (Mobile No.01712335753) took responsibility to investigate the matter with regard to kidnapping case of Ms. Kumari, but it is unfortunate that Abdul Kalam delayed the process of investigation and he ultimately registered the case from the father after a lapses of time on 23rd of June 2018 under section 7/30 OF Women and Children Repression Act,2003 (Amended) against 1) Md. Mehidi Hasan Bulbul (20) 2) Bazlu Mridha (40), and unknown 2 to 3 persons for the alleged offence. Police collected some documents of conversion before marriage which was found anti-dated. The copy of Affidavit sworn in by the victim changing the Hindu name into Muslim name has been procured which indicates that the date of change of religion on 14.09.2017 but the date of marriage with perpetrator was found on 13.11.2017 which is totally manufactured. Because during this period no child marriage is applicable as per law prevailing in Bangladesh.

INVESTIGATION

I, Adv. Rabindra Ghosh, T.K. Pandey, Manik Ch. Sharkar, and Ms. Krishna Ghosh of Bangladesh Minority Watch on 4th July 2018 visited the spot as per appeal of father & mother of a victim, talked with local Police officers of Narayangonj Police station, interrogated local witnesses, I also discussed with Abul Kalam Azad, I.O. of the case who said due to negligence of local guardian of the victim the Ms. Kumari was not rescued. But when I asked him about the payment of Taka 50,000/- by father of the victim to Abul Kalam Azad as the bribe he denied.

But father of the victim gave us to understand that the money paid to Abul Kalam for a rescue of a victim, but he did not do any single help for recovery, rather he said ” Your daughter has been converted to Islam and she will not return back to your family”

Father and mother of the victim cried and chanted for getting her return from the perpetrators as she is minor. He also said as the police officers are always neglecting his daughter and demanding money to recover the girl. I also communicated with S. P. Narayangonj over his mobile who did not respond as he was on leave. I also talked with the Additional Superintendent of Police (Crime) who became angry with me and started to rebuke me in a filthy language.

I have also been given to understand that once the girl became Muslim swearing affidavit before Notary Public there is no other option to come back to previous religion. This type of utterances proved that the Additional SP is totally connected with this kidnapping scenario. I had also talked with Md. Asaduzzaman Khan Kamal, Home Minister of Bangladesh about the kidnapping and forceful conversion and the behaviour shown to me. The Home Minister also said he will look into the matter.

RECOMMENDATIONS

BANGLADESH MINORITY WATCH is very much concerned about kidnapping, forceful conversion and ugly attitude upon and Human Rights Defenders during fact-finding. We also demand the minor victim should be rescued and be produced before the court for equitable justice. We also demand the perpetrators responsible for the abduction of this girl be punished as per law of the land. We also demand departmental punishment of the police officers who took money from the father in the name of rescuing the victim girl. The so-called affidavit was sworn in by the victim before the Notary Public creating forged documents for the marriage of Hindu girl should be overlooked as per law.
