Day by day there has been an increase in the number of Madarsas in the border area between Nepal and India. World wide, Madarsas are recognized as the training centers of terrorism. In spite of this the country's Home Minister Shri Shivraj Patil thinks that the Madarsas are 'Centres of Social Service'. What a Paradox!
After it came to light that there was a Pakistan's involvement behind the planned conspiracy of the London Bomb attacks, America and England are insisting on a change in the syllabus of the children's studies in Pakistan. But Pakistan has clearly denied their insistence. Pakistan has introduced a new syllabus for the academic year beginning in June 2007. Pakistan's central education minister Lt. Gen (retired) Javed Ashraf Kazi has recently declared that the new syllabi will include the topic 'Jihad'. This topic 'Jihad' will be included in the Islamic Syllabi for the classes 1st to 12th. Kazi firmly states that though the western Countries have objected to the inclusion of 'Sura al Anfhal' and other Suras, as they openly profess Jihad, they have not been deleted from the new syllabus. The new syllabus will be implemented from next year for the classes 1st to 5th, in the year 2008 it will be implemented for the classes 5th to 8th and by 2009 it will be applicable for all classes up to the 12th class. The new syllabi include the wars fought by the Prophet Muhammad.
Though the western countries are trying to stop the undue emphasis being given to Jihad in Pakistan's education programme, Pakistan has not given it any importance. Increase in the Madarsas along the border of India and Nepal!
Three hundred and fifty Madarsas have been opened in Uttar Pradesh's districts of Siddhartha Nagar, Maharajganj, Bharich Shravasti, and Lakimjur Khiri 10 km from the Nepal border. All these Madarsas have been started after 1998.On the other hand in the Nepal border districts of Bihar, that is western Champaran, eastern Champaran, Simamadhi, Madhubali, Saupali, Ariya and Kishenganj, 180 Madarsas have been started after 1993. Whereas in the 22 districts of West Bengal along the Bangladesh border in the last 10 years 155 new Mosques and 445 new Madarsas have been opened. Besides these, in Tripura and Meghalaya in the last 4 years, 57 new mosques and 88 madarsas have been built.
In the 7 border districts of Himachal Pradesh too, 35 new Madarsas have been started. More than 100 Madarsas have been started in the border districts of Jaisalmer in the state of Rajasthan. In all these states the new Madarsas are in the strip of about 10 km from the border of Pakistan, Nepal or Bangladesh. All this information is mentioned in the Home Ministry's annual report. In the report it is mentioned that this increasing network of Mosques and Madarsas in the border areas is a cause for concern.
In spite of this Home Minister Shri Shivraj Patil gave a recommendation certificate to the Madarsas in his speech, at the 'Ahel Hazi Complex' in Jamia town saying that, 'Islamic Madarsas are Centers of Social Service'. And by further adding that 'Madarsas are not centers of terrorism' he has plucked stars from the sky. The home minister has made a statement completely contradicting the annual report presented by the Home Ministry. It was necessary that this action be seriously and frankly questioned in the parliament. But alas this discussion could not take place as the opposition without bothering about the national interest was more interested in political battle by creating noise and confusion in the Parliament thus making debate impossible.The need for Investigation of bank Accounts!
On the other hand Nepal's Himalayan Bank has become the center for sending money to India. Himalayan Bank is under the control of Pakistan's Habib Bank. Habib Bank has 74% of the share. Hence it is necessary that the Reserve Bank should keep a strict watch on the transactions of the Himalayan Bank. If this is done then the flow of money to the terrorists will be cut off and they will become ineffective. The terrorist to not carry suitcases full of currency like the villains in Hindi Films, they very cleverly do their business worldwide through the banks. If this difference is realized then the banks will inspect the accounts in their banks in detail and submit the information to the intelligence agencies. This co-operative policy only will help fight the Jihadic terrorist danger!
