'Involvement of Hindus in anti-national activities is impossible' – Former Director General, IB

It will be one year on 26th November since Mumbai was attacked by terrorists. The Congress Government, which is so concerned about giving justice to terrorist Kasab, never seems to be concerned about 189 people who died in that attack. On the contrary, it is pathetically trying to create a new Hindu terrorists cult. The former Director General of Intelligence Bureau, Mr. Ajitkumar Dovhal has given a forthright reply to one such effort of the Government to link the bomb blast incidents at Malegaon and Margao. He has said that involvement of Hindu or pro-Hindu Organisations in destructive anti-national activities is not possible. His interview on ‘Rediff’ website has been published by Dainik Tarun Bharat which is given below for our readers’ information.


Reporter : Do you feel there is any difference in the level of competence of ‘Intelligence’ after the incident of 26th November?

Dovhal : Change cannot take place in a day in the performance of ‘Intelligence Department. It requires bringing constant modernization in one’s skills, strengths and capacity and these changes are even in the qualitative and structural procedures.

Reporter : What is the exact meaning of bringing about changes in the capacity of ‘Intelligence Department’?

Dovhal : To tell you frankly, the changes, so far, brought about in the working of ‘Intelligence Department have been reactive. It is inevitable to set right the drawbacks found in the work related to investigations. The first objective of such change is to avoid repetition of the mistake; but most of the time, the changes are found to be inadequate.

Now, we will take the example of terrorists’ attack on Mumbai. This attack was carried out on a ‘Five Star’ hotel. We brought improvements in the security system and the machinery providing security to the hotel. This resulted in making the hotels in this country quite safe; but the danger of terrorist attack has not reduced since next time, the terrorists may not attack a ‘Five Star’ hotel. In short, the changes will have to be brought about anticipating the mental attitude, procedure and capacity of the terrorists. Here, it is necessary to make preparations in advance rather than being reactive.

In case the terrorists are going to attack using powerful missiles to cause extensive human loss, we have to be accordingly prepared. Their aim could be to attack either our military base or nuclear base. The terrorists’ outfits constantly keep on changing their modus operandi and place so as to mislead the opponents. It is possible to have control over their activities only when they fail in their mission. They, therefore, change their aim and members. Change has to be like transition.

Instead of changing the techniques and technology responsible for the past failure, it will be more prudent to carry out such changes quickly which will be difficult to be noticed. The Intelligence Department cannot afford to insist that every change has to pass the test of time. The main furtive behind the change should be to do something unexpected and new and for this reason, the secret agency should be able to think from the point of view of the terrorists.

Reporter : The issue regarding backing of the locals has been widely discussed; but Mumbai police have been constantly denying this. What is your opinion?

Dovhal : For thousands of years, we did not know the existence of Uranium; but that does not mean that Uranium did not exist. The precision of time and direction observed in attacks on Mumbai cannot be achieved by less educated foreign citizens on a foreign land. Unfortunately, the Mumbai police have been unable to find the local connection that does not mean that there was no local support. If we carefully study the terrorists’ attacks so far carried out, we will realise that no such attack could have been successful without local support.

Reporter : Can we then say that there is still scope for local investigations?

Dovhal : According to me, a war is over only after it is won. We have to make efforts and there is enough scope for the same.
Reporter : Do you feel that there is international pressure on Pakistan to fight against terrorism? Is Pakistan taking any steps towards that direction?

Dovhal : As regards India, we have failed to create any kind of pressure on Pakistan in this matter. Pakistan has become quite thick-skinned after years of such international criticism. It is does not seem to be bothered about its tarnishing image. It cannot be called efforts if only western interest is considered. There is absolutely no pressure on Pakistan for carrying out subversive activities or stopping human infiltration or use of counterfeit currency etc. But it seems that the western countries genuinely feel that Afghanistan and Pakistan should become anti- terrorist countries .

Reporter : What about Laskar-e-toiba’? Do you feel that their network has disrupted after the Mumbai attack?

Dovhal : Not at all. Only the organisation is presently lying low considering the international pressure. All their basic facilities, financial aid received by them, new recruitments are going on as usual under the guise of ‘Markaz-Dava-ul-Irshad’ including creating ‘Jihadi’ attitude, training of arms etc.

Reporter : What do you feel about SIMI and Indian Mujahideen etc.? These organisations seem to be presently quiet and inactive; does that mean that they do not exist?

Dovhal : Not at all. Both these organisation are active. As the organisations, their influence might have reduced but they do exist. Their private or individual network is quite strong.

Reporter : Presently, it is accused that Hindu organisations are spreading terrorism. What is your opinion?

Dovhal : I do not feel that Hindu Organizations and pro-Hindu philosophy can be involved in any destructive and anti-national activities. In fact, no Hindu organisation can cause such large scale violence. But any such efforts have to be overcome.

TO ALL HINDUUS AND TO ALL INDIANS --- जय पुर अग्नि काण्ड में जिस कर्मचारी की चूक से अग्नि लगी उस का नाम क्यों नहीं बताया जा रहा ? क्या वह मुसलमान था ? यदि था तो यह अग्नि काण्ड इस्लामिक आतंकी आक्रमण ही है !

Bhagavaan daas ji is right!The spineless, cowardly Govt is deliberately witholding the name of the fellow responsible for the Jaipur inferno.I feel sure that it was a sabotage.With wimps like PC bending backwards to please islamists,as per the Con party's agenda, what justice can these pseudos render to law-abiding and patriotic Bharatiyas?God save my Motherland from such creeps!
