Muslims can live in this country, but have to give up beef: Haryana CM

‘Democracy has freedoms, but those freedoms have limitation… can’t hurt another’, Manohar Lal Khattar said.

Describing the Dadri lynching incident as “wrong” and the “result of a misunderstanding”, Haryana Chief Minister Manohar Lal Khattar said Thursday “Muslims can continue to live in this country, but they will have to give up eating beef” because “the cow is an article of faith here”.

Khattar, who completes one year in office later this month as the head of a BJP government, told The Indian Express in an interview that the cow, the Gita and Saraswati were articles of faith for the majority in the country, and that Muslims would not be violating their religious beliefs by giving up beef.

“Muslim rahein, magar is desh mein beef khaana chhodna hi hoga unko. Yahan ki manyata hai gau (Muslims can continue to live in this country, but they will have to give up eating beef. The cow is an article of faith here),” Khattar said, responding to questions on how he viewed the Dadri incident and whether or not such incidents would communally polarise the country.

61-year-old Khattar has had a nearly four-decade association with the RSS. He counts the Haryana Gauvansh Sanrakshan and Gausamvardhan legislation, adopted by the Haryana Assembly banning cow slaughter, as one of the achievements of his government. Violation is punishable with a 10-year jail term, and beef-eating can land an offender in prison for five years.

He described the Dadri incident as the “result of a misunderstanding” and said “both sides” had committed wrongs. “It should not have happened – from both sides.” He claimed that the victim made a “halki tippani (loose comment) about the cow which hurt the sentiments of people who subsequently attacked him.

“But I say that attacking and killing the person was also wrong,” Khattar said, adding that those who were responsible for it could be  prosecuted under several sections of the law.

But he went on to compare the incident with a man who sees his mother being killed or his sister getting molested, and his anger against the perpetrator getting the better of him.

He said even if the person was committing an offence under the law for which he should be punishable, “we have to go behind the incident and examine his manyata. We have to understand why he did what he did”.

“Culturally, we are democratic. Democracy has freedoms, but those freedoms have a limitation. Freedom of one person is only to the extent that it is not hurting another person,” he said.

“Eating beef hurts the sentiments of another community, even constitutionally you cannot do this. The Constitution says you cannot do something that offends me, I cannot do something that offends you,” he said in response to the observation that preventing people from eating food of their choice was an infringement of their constitutional right.

“They can be Muslim even after they stop eating beef, can’t they? It is written nowhere that Muslims have to eat beef, not is it written anywhere in Christianity that they have to eat beef,” he said.

  1. My dear Mr.Manohar Lal KhattarHon. Chief Minister of Haryana. Will you give answers of my following questions?
    1) Have you seen a Haryana pure breed cow?
    2) Have you or your father kept a cow in the house for the milk?
    3) Have you visited the Haryana villages to see how many pure HARYANA BREED COWS are now in the villages.?
    4) Have ever you purchased a cow milk from a Gawala in Delhi who use to bring the milk from the villages.?
    5) Have you using now Delhi Mother Milk Or from a Gawala?
    6) Mother Dairy started in Delhi somewhere in 1960s. Are you drinking the milk of Mother dairy and from which year?
Now I tell you some facts about our Sacred Holy Mata cows.
I am a Veterinarian from 1955 served in Animal Husbandry deptt of UP from 1955 to 1960 as an Veterinary doctor in Meerut district. I was incharge of a Veterinary hospital attached with an Artificial Insemination centre. Having a pure breed Haryana Bull and a pure breed Murra Baffalo bull for Artificial Insemination. Use to collect the Semen for Cows and buffaloes Artificial Insemination.
Also getting semen from Meerut through corriers for more artificial insemination’s
Our UP Animal Husbadary deptt. Imported some foreigh breed’s of high Milk yeilding .LIKE JERSEY COWS.
WE never used to inseminate pure Haryana cow with Jersey Bull’s semen to maintain the Pure breed of Haryana Cows.

Now go to villages and see what type cows the farmers are keeping for milk?
Most of the cows are of Jersey breed crossed with Pure Haryana Cows.
The male calves of Jersey breed are not suitable for our bullock carts / Or for HAL for the farms. As the Jersey cows don’t have a hub on their necks.
What the farmers do with these male calves of Jersey breed?
Now in Cities we see all Jersey Cows on the city streets roaming.
The male Calves of Jersey breed are culled by the farmers / Hindus those keep cows for milk.
These Jersey male calves find in slaughter houses.
YOU WILL CALL THE MEAT OF JERSEY COWS MALE VALVES AS BEEF OR NOT?
90% non-vegetarians eat the meat of these Jersey male calves.
In boneless meat dishes like Kabab / Biryani / Non-veg Pizzas / Keemas all eat beef also.
Our pure breed Cows are no more seen.
Think as an administrator / Saffron Parivar Politician what you will do with the male calves of Jersey cows. Will we give them fodders to keep them alive?
So please called only our Pure Breed Cows as our Gau Mata to be worshiped by Hindus.
My father till alive used to keep two pure breed Haryana cows in the city for milk in Muzaffar Nagar UP.
During my time from 1955 to 1968 as an Veterinarian doctor, we never do cress breeding of Pure Haryana Cows with Jersey Bulls.as per Policy of the Government to maintain pure breeds of cows.

So now tell me which breed cow you will protect in India not to be slaughtered for beef?
I further tell you that when a Jersey get pregnant, the cow keeper always pray that the Jersey Cow only give birth to a female calf for future milk cow. If a Jersey cow give birth to a male calf there were a grief in the Jersey cow keeper like a girl born in the family.
So Please have a policy which type of Cow should not be slaughter? and to be worshiped by any Hindu in 21st century of agriculture farming.
I am from a very orthodox Sanatan Dharma HINDU Family of Muzaffarnagar UP.
I never took charge of a Veterinary hospital attached with a slaughter house to earn money in my carrier of 14 years of a Veterinarian doctor.
So again I tell that the meat dishes with out bones have 90% beef.
Ask your health department / Hindus Veterinary doctor don’t give a health certificate to an animal to be slaughtered if it is the cow progeny.
Have clear policy about male calves of Jersey foreign breeds which we keep now for high milk yeilding cows.?
Sorry for my views as an orthodox Hindu of Sanatan Dharma belongs to Muzaffarnagar UP. Now settled in Gujarat from 1973.
I feel that Mr.Manohar Lal Khattar Hon. CM of Haryana is only drinking milk of Mother Dairy of Delhi from 1960s and might have not seen Pure Breed Haryana Cows to whom we Hindus / Saffron Parivar is worshiping not to be——-.
