After coming to light the scam in financial dealings of Andha-shraddha Nirmulan Samiti (ANS) and its efforts to deceive people and Government, H.B.P Bapu Maharaj Raokar of National Warkari Sena has been following up the matter for past few months for action required to be taken against ANS. He has been writing articles on the topic in newspapers to create awareness among people. He will be holding agitation on 21st March 2012 on behalf of Warkari Sampradaya at Azad Maidan demanding action against ANS for various frauds. An article written by him in the background of this agitation is published here.   

1. ANS hides financial aid received from other countries !

Dr. Dabholkar has claimed that ‘ANS does not receive any grants from the Government or funds from foreign countries’ on the back page of a book titled ‘Akshep and Vastusthiti (Objections and facts)’ published by him on the proposed anti-superstitions Act in November 2011. This booklet has been distributed to all MLAs and journalists. In fact, as per the information obtained under ‘Right to Information (RTI)’, it is observed that in the year 2006-07, an amount of Rs. 14, 61,343/- whereas in the year 2007-08, Rs.2, 35,635/-  i.e. total Rs. 16, 96,978/- were deposited in the accounts of ANS from abroad.    

2. Dead person holding the post of trustee !

After the death of Nilu Phule, a film actor and trustee of ANS on 13th July 2009, he continued to hold the post of trustee for two years and no report of his name being removed from trusteeship was submitted to Charity Commissioner. Since the establishment of ANS, it has submitted a revised report to the Charity Commissioner only once in the year 2003 when in the ‘Trust Deed’, it has been mentioned that every year, two trustees would be appointed. ANS has, however, not submitted any revised reports about appointment of many trustees. This shows that ANS has never submitted, in time, revised reports about trustees who have passed away or left the post.

3. ANS does not pay dues to Maharashtra Govt. !

Two per cent contribution due to Charity Commission of Maharashtra Government has never been paid by ANS right from its establishment. As per the information obtained from Charity Commissioner , under RTI, the Government has not granted any concession to ANS in paying its contribution; then why is Maharashtra Government backing ANS? The Government should immediately take action against ANS.

4. Scam in furnishing accounts statements since inception !    

There are more than Rs.1.30 crores deposits with the trust operated by ANS. As per the rule, it is mandatory to submit audited accounts to the Charity Commissioner within six months of completion of a financial year. ANS has, however, submitted audited accounts for 9 years since its establishment i.e. from 1993-94 to 2001-02 together on 19.3.2003. Later, from the year 2004 till 2010, it has submitted accounts only for the year 2007-08; no accounts for remaining years have yet been submitted.

5. Annual report of the periodical not submitted !

‘Andha-shraddha Nirmulan Vartapatra’, a periodical run by ANS for the past 21 years, has not submitted annual report for the period 2004 to 2010 to RNI. Non-submission of report is a punishable offence under ‘PRB Act, 1867’.

6. Inquiry into mismanagement of ANS is going on !

All the offences mentioned above in the points 1 to 5 are punishable under the existing laws. A person has lodged a complaint in this connection with Deputy Charity Commissioner, Satara who has started inquiry into the mismanagement of trust run by ANS. During the winter session of Legislative Assembly, Mr. Ramdas Kadam, a senior MLA of Shiv Sena had made accusations against ANS that funds received by ANS from foreign countries are being used for hatching conspiracies against Hindus and for passing anti-Hindu Acts. He had also made a strong demand in Legislative Council for thorough inquiry by Maharashtra State Crime Investigation Department as the matter was very important from security point of view.

7. ANS takes money from school going children by making them undertake fast !

Dr. Dabholkar of ANS has collected millions of rupees for his organisation by making school children undertake fast so that the money saved by them by fasting was donated to ANS. Already, there are deposits worth Rs. 1, 30,00,000/- in the banks and it is getting money from foreign countries, where was the need to make small children fast and extract money from them? Why the money from his trust is not spent? All such cases have exposed financial irregularities of Dr. Dabholkar and ANS. This shows that how there is inconsistency in the dealings and management of ANS, the orgANSation that boasts about ‘Achar-vichar yaat susangati (Consistency in thoughts and acts)’ and ‘Vidnyan – Nirbhay neeti (Science – policy of fearlessness)’. Why then Maharashtra Government is trying to protect it?

8. Inquiry into ANS’ connection with naxalites !

Maharashtra Government’s Home Department issues orders to conduct inquiry into ANS’ connection with naxalites whereas its Social Justice department sits with ANS for making anti-Hindu laws. This is hypocrisy. The Government should not believe in lies given by ANS and should not pass the proposed Act.

9. Warkari agitation to force Govt. to take action against ANS !

We are going to demand an in-depth inquiry into all the above corrupt practices and mismanagements of false and deceitful ANS and its chief Executive Dr. Dabholkar and to take stringent legal action against them. Warkaris will stage agitation on 21st March 2012 for this demand at Azad Maidan between 1.00 p.m. and 4.00p.m.
